New Board members will be seated in May. As there were only four declared candidates for the four available positions, there will be no need for an election this year.

You don't need a quorum for a posted "work session." Nor can you take votes at "work sessions." I would recommend posting a "special meeting" if you need to make a decision on something outside of a regular meeting date. For that you would need a quorum of 3 members.
