February 26, 2009 Work Session

Bylaws - Proposed changes not yet revised.

Name change - We still like North Fork Mosquito Abatement District.  Discussed details that would need to be taken care of.  Notification will need to go to DoLA, the county clerk, the treasurer's office.  The name change is initiated with a resolution of the Board which is then presented to the district court.

Tara could find no records at the County or at DoLA of the District's Service Plan.  She will search PMCD records next.

Operations manager - Will be here next week to select housing.  Biz is already recruiting local teachers to help her work with students this summer.  Tony Stillwell also suggested we could get a media/public relations intern from Mesa State to help us with public education.  Tara will look into seeing if someone could get credit for helping us with our campaign.

Tasks for Operations Manager to help her get started:
   Tony Stillwell has offered to help her take inventory and make a list of equipment and supplies needed to get started.
   OtterTail will add GPS data to maps, which she will need to oversee.
   Trash pickup - they will need the combination for the lock when they start pickup again in April.
   The toilet needs to be maintained.  Kris had a company in mind.
   She will need to be involved in hiring the crew.  Kris knows of 3 people interested in applying.
   Learn the phone system and update messages, etc.
   Order uniforms, perhaps with new logo.
   Prepare forms for reporting data to the Board.
   Ask her if she knows the contact to the media department.

Board liaison to Operations Manager - Robin agreed to take on this role given what he has coordinated already.  Tara will fill in when he is unavailable and help Biz with clerical and website issues.

Gordon reported on payroll services for 14 pay periods with up to 20 employees (may be less; 13 pay periods with 10-12 employees).
  2 big companies - ADP and Paychex.  Hours to be entered by Biz.  ADP cheaper, but less reliable according to sources.  Gordon would oversee for accuracy.
  Local sources - Gordon knows a local person, Christie,  with years of experience, but estimate not available yet.  Hours will be delivered to her directly.
  Need an overtime policy for Biz - overtime was charged last year which may have been inappropriate.  Bi-weekly pay periods agreed upon (may save us a pay period).
  Gordon suggested an insurance review to make sure we're getting the best deal.

Site Mitigation
   Get Michael's contacts.
   Kevin has connection with prison work crew and can arrange for that when we have a specific project.
   Start weekend walks to identify areas that need mitigation and/or need to be added to the site maps.
   Biz, once she gets here, can help us prioritize and make action plans; then the Board can help with coordination with landowners and resources.
   Tri-County may be a good site to start with as it should benefit them and they may have the resources to make drainage.

Town clean-up
  Need to coordinate with Sid Lewis and someone from Hotchkiss Town Council (perhaps Tom Wills?) to promote clean-ups.

Public Education
   Contest for finding new sites.  May get prize from REI.

Search Committee - Robin and Kris willing to serve.
  Robin talked to several people about the position.  He and Kris will try to look for someone experienced with water and land management who can help spearhead the site mitigation projects (ideal but not required).
