January 15, 2009 Work Session



Jakob Hunter came to advocate for bat houses as a method of mosquito control.  He says the bats from his barn control the mosquitoes from his pond.  Some local organizations may be willing to participate in building and making bat houses available.  527-6851.

Budget update -  Income was $2300 more than anticipated, expenses $1300 less than anticipated.  An extra $3000 was paid off on the loan.  Gordon suggests buying a t-bill for the money we need to keep in reserve.

Accountant/payroll service - Gordon will work for the district for $35 per hour, which has been budgeted.  Gordon authorized to gather bids from payroll services and decide on appropriate vendor.

Door tags - we decided to print a minimum (200) to have the operations manager try it out and help modify it for maximum effectiveness.  Not all properties have houses (and doorknobs) on them.

Operations manager - We need to come up with a method for choosing.  Michael proposed we set up a selection committee to review the applications and make a recommendation to the Board.  Final decision on the hiring can happen in Executive Session at the next Board Meeting.  Michael Soule and Robin Smith will chair the selection committee, contact the applicants, arrange interviews, etc.

Site mitigation - will need extra funds; too iffy to use potential (and unknown) cost offsets to fund projects.  Jackie Gulich has some experience with grant writing and is willing to help us out.  Perhaps a letter of intent can be drafted to send to organizations that might be willing to help with funds.

DoLA doesn't have all our updated information, though the forms were sent in, we believe.  Tara will check into it and send in the updates.

Mike reports last year was unusually cool, delaying the mosquito season.  We will need to be ramped up for monitoring and larvaciding by May at the latest.  Mike will be willing to help out with trapping again, unless his grant comes through and he goes to Alaska.
 
Mike - suggested we change bylaws to reflect a shift in emphasis to disease-carrying mosquitoes rather than nuisance insects.  Tara offered to chair a by-laws committee and will go through them to "clean up" outdated or unnecessary information as well as draft possible versions of more substantive changes.
