May 14, 2009 Work Session

Personnel update - Keganlee Davis' employment was terminated on May 6th, 2009.  His replacement is being considered from among the pool of applicants.  The other three employees are doing well, making good records, dealing well with the public, being conscientious about treatment and scouting, etc.

Operations - As a public entity, we are not required to be licensed, though it might be a good idea for the Field Manager or a Board Member to get the training and/or have a qualified superviser available for consultation.  Any complaints are referred to the EPA (for enforcement of the label instructions).  We can register as a pesticide applicator with the Department of Agriculture, but it is not required and adds an extra level of paper work and scrutiny.  Biz has investigated the requirements and talked with the liaison, so we can follow the guidelines even if we don't officially get monitored.

Larry Metzger of BNG will be coming Friday to demonstrate use of the Grizzly fogger and answer any other questions about larvicide and adulticide products and equipment.  Biz has researched how to request for bids for adulticide products, and Rosemary talked with folks from other districts, who prefer AquaLur over AquaReslin (similar effectiveness and MSDS info, better smell and less clogging of equipment).  We can get a better price if we bid it out, though we can also buy product piecemeal if needed.  Biz will draft the bid requests with help from Rosemary and Tara.

Biz needs a list of pesticide sensitive people - Dept. of Ag can provide a list.  Robin suggested we put an ad in the paper to ask for people who need to be notified of spraying to identify themselves to us.  Tara will place the ad in the shopper.

Inaccessible properties - various reasons (locked gates, aggressive dogs, denial of permission).  Kevin and Kris will accompany Biz to talk to the landowners to make arrangements before we start treating these properties.  We will ask the lawyer for clarification about the Special District authority to treat properties in the district.  First steps involve education and negotiation to respect landowners' concerns and District necessities and gain cooperation.

Mitigation opportunities - Need someone to organize a meeting of interested parties - landowners, agencies, public officials.  Michael Soule may be willing.  Biz has identified "fixable" sites.  We would like to start with one or two that are most likely to be successful.  Zach's was suggested as it is a known hot spot that affects many people.  Kris will contact the property owners and Michael Soule to see if he is willing to help coordinate.  Tara will write a press release when we have a project planned and under way.

Shovels need sharpened - Gordon offered to do it for free.

Scouting shuttle - Biz proposed the crew use the mornings to treat and the afternoon to scout.  They will canvas a square mile on foot to map out all sites and then treat the sites they found the next day.  Tara wrote a press release announcing the policy and enlisting the cooperation of the public.

Biz requested handouts for landowners who have questions about mosquito life cycles, WNV, and treatment options.

Trapping - Biz attended the meeting of the trapping committee.  District was divided into sections.  Mike Smolen may not be able to be as involved as he was last year due to lack of funding on his grant.  Biz will coordinate with Mike, Viva, and Lulu to map out the program.

Radios - Biz says we need an antenna for the shed and some additional wiring, which is working well now (it was set up as a trial).  It would cost $250 to buy.  No money for it in budget.  There are fewer deposits from the county so far than this time last year, and the County does not expect that to be made up.  The Board approved the purchase of the antenna and agreed to donate money to the district to cover the cost.  Rosemary suggested we sell one of the newer foggers as we have 3 and never use more than 2. 

New law requires a permit for larviciding and adulticiding near water, but there is no EPA permitting process in place as of yet.  We will probably be subject to this law eventually, which may decrease the demand for sprayers as it makes adulticiding more difficult.

FCC license was renewed in 2006 by Susan Henry.  It is good until 2016.  We can't find a paper copy and need a password to order a duplicate.  However, the FCC verified the license by phone to Biz and can do so to any interested party.
