May 18, 2009 Board Meeting Minutes

I.   Meeting called to order at 7:04 p.m.  at Hotchkiss Town Hall.  Kevin, Kris, Tara, and Robin attended.  Rosemary had a scheduling conflict.  The Field Manager and two members of the public were in attendance.

II. Public comments:  A few mosquitoes seen at Volunteer Park.  Mitigation possible in the area between the park and the river.  
On June 14, Ride the Rockies will bring many bicyclists to the Fairgrounds and middle school in Hotchkiss.  The week after, Tour Colorado will bring another 2500 people to the area.

III.  Announcements - None

IV. Meeting minutes of April 20 read and approved as amended.

V. Officers Reports

     A.  Kris - Very few mosquitoes so far.  Need to have some success mitigating sites to reduce mosquitoes and cost of treatment.  Kris will contact Michael Soule to organize a meeting of interested parties. Need clarification on the District's powers to enter properties.
  Robin reported on attorney's response to our query about entering properties to treat for mosquitoes over the opposition of the landowner, if necessary.  Larry Beckner will research the issue and issue us a legal opinion in writing, fee NTE $500.

      Field Manager - Currently have 3 crew members.  A fourth will be joining us May 25 (interviews are ongoing).  A list of inaccessible properties has been compiled - gates and locks issues have been resolved.  A request to bid has been posted and sent to distributors.  Response date is June 1.  As of Friday, we have used 17 bags (680 lbs.) of larvicide, and 21 new sites have been added to the maps and are being checked and treated.  Larvae are now being found in irrigated areas, so the work load will step up.  Biz is in process of getting training for herself and crew on adulticiding.  New law requires a permit for applying pesticides near water, but no permitting process is in place - expected in September.  Barrier spray may be an alternative to fogging - acts as a repellent for specific areas.  Biz meeting with trapping volunteers to organize a program and will let the Board know in case they want to attend.

Treasurer - Gordon absent tonight.  Robin reported that we are down about $6000 from this time last year, probably due to delinquent taxes due to the poor economy.  Money may come in later, but no guarantee.  We need to plan for possible cuts in our budget in case we come up short.  We don't have a grant writing person designated, but there are some available to apply for.

Secretary - Tara will attend the Special District workshop in G.J. tomorrow.

VI.  Old Business

     A.  Sale of equipment - Sale of a SmartFlow - Kris will get an estimate on price and put out ads.  Biz may have a lead on possible interest in foggers from another district.

VII. New Business

We need to be prepared to fog the fairgrounds before the upcoming events.  We can trap a few days before to verify there are enough mosquitoes to spray.  Alternative methods such as barrier spraying were also discussed.
