October 30, 2008 Budget Preparation Meeting Notes


I.  Budget

   A.  Consultation - Robin spoke with Larry Beckner, who works with several special districts, including 13 mosquito districts, about the laws regarding budgets and compliance requirements for special districts.  He charges $140 per hour and expects it would take about $300-$800 for us to handle the task.  Where will money come from?  Larry willing to accept payment when we have the money. 
   Board members agreed to hire Larry Beckner as the budget officer for this task.
  Public Hearing - Wednesday, December 3 at 7:00 p.m. (reserve Paonia Town Hall) to receive public comment on budget, appropriate funds for next year, amend 2007 budget, and adopt 2009 budget.

  B.  Updates - Robin reports we will need to come up with about another $2000 to meet current budget.  Can come from sale of equipment, donations, etc.  2007 budget will need to be revised so that we are in compliance with the law which specifies we can't spend more than the previous year's budget (common practice to amend just before next year's budget is adopted).  Tara asserted that in order for us to be in compliance with Tabor spending limits, we will need to receive a donation or grant for about $7000.


II.  Fundraising
    A.  Finance Committee - Robin has been working with Nina Parker to look into grant proposals, though no money would come in before the end of the year.  Kevin and Michael are working on corporate sources of funding.   Robin and Kris will also work on finding donors to help contribute as well. 
   Kris reports Schall is willing to buy back unused product and sell it back to us at the same price next year (will help us with this year's expenses).  This is apparently standard procedure so the chemicals can be stored properly.  One fogger and the rest of the malathion was sold to Bill Kolb.  The white Ford ranger hasn't been used and can be sold. Michael would like to sell another truck as well and buy a 4WD.

III.  Annexation policy
   Robin gave us a draft of proposed policy for including properties in the district.  Good for educational purposes and laying out expectations.  We will make it available for public review and then vote to adopt it during the next Board Meeting, to be held after the December 3 public hearing.

IV.  Off-Season projects - Tara will make a web page available to board members (at first).  Tara will make notice of work sessions q. 2 weeks - next one Nov. 13 (Thursday).
